Dr. Halligan has 30 years of experience in construction management and the analysis loss of productivity schedule delay, cost overruns, project controls and disputes resolution on wide variety of projects. He has worked on nearly 100 national and international projects, and he is an active member of the ASCE committee establishing standards for identifying and measuring productivity loss. Earlier in his career Dr. Halligan managed construction projects that collectively totaled $750 million. He is a licensed civil engineer and a speaker and published author on topics related to loss of productivity and construction claims.
