Carla Decker is CEO of District Government Employees (DC) Federal Credit Union, a low-income designated and minority owned financial co-operative. Under her leadership, DGEFCU embraced a mission of financial inclusion, attaining the designation of Community Development Financial Institution. In 2006, Carla established DGEFCU’s “ACCESO” branch, a multi-stake holder partnership, to serve the unbanked Hispanic community with banking, credit and financial education services. A Bank-on-DC financial institution parter, DGEFCU excels at serving the unbanked, or otherwise underserved, persons in the District – including the youth participants of the city’s Summer Employment Program. Carla is co-founder of the Network of Latino Credit Unions & Professionals, serves on various cooperative sector boards, and is the U.S. representative to the Americas’ Region of the International Co-operative Alliance. Originally from Lima, Peru, Carla immigrated to the U.S. for higher education. She studied Finance, and holds an MA in International Commerce & Politics from George Mason University in Virginia.
