Michael Howell joined ACT-IAC in September 2015 as Senior Director for the Institute for Innovation and Special Projects. He is responsible for oversight, coordination, and management of the Institute’s portfolio of projects and the annual Igniting Innovation Showcase and Awards event. Prior to joining ACT-IAC, Mike was Deputy Program Manager at the Office of the Program Manager for the Information Sharing Environment with government-wide responsibility for planning, overseeing, and managing terrorism-related information sharing. Previously, he was the Deputy Administrator for E-Government and IT at OMB where he was responsible for overseeing IT policy, management, and budget for the Federal government. He supported the 2008 Presidential transition and implementation of management reforms and new initiatives to improve IT management, open the government by enhancing transparency and citizen engagement, and improve cybersecurity. Mike was the CIO for the Department of the Interior, the CIO for the U.S. Fish and Wildlife Service, and the acting CIO and the deputy CIO for the Bureau of Land Management. He completed the Chief Information Officer certificate program at the National Defense University IRM College and holds the Certified Information System Security Professional certificate. In 2015 he received the National Intelligence Superior Public Service medal and in 2016 he was inducted into the Strategic Advisors to Government Executives.
