Learn how Metro Vancouver, a regional district in British Columbia, Canada, manages a disposal ban program to divert readily recyclable or operationally hazardous materials from disposal at six transfer stations, one waste-to-energy facility and one landfill servicing approximately 2.6 million residents. Tools like the Tipping Fee Bylaw enable disposal ban inspectors to apply surcharge fees for banned material. Enforcement methodology of the inspectors will be provided. The disposal ban program was challenged in court in 2016 and successfully upheld. Further, find out how Metro Vancouver developed an innovative solution to replace the cumbersome paper and database processes required to manage the disposal ban program with an electronic application, utilizing a tablet device which interfaces with the weigh scale software. This application is not limited to a disposal ban program and could be used in a variety of different manners to help local jurisdictions understand the materials within the waste stream.
