IEC wind energy standards 61400 and wind energy equipment certification (conformity assessment) has changed over the last 18 months, including significant progress on a new IEC reliability standard, a new site assessment standard, and the withdrawal of the 61400-22 standard on “conformity testing and certification”. The IEC has also launched a renewable energy conformity assessment system known as IEC-RE, which provides harmonized conformity assessment for all renewable energy including: marine energy, photovoltaic solar energy, as well as wind energy. What will the impact on LCOE, O&M and Safety be and who will benefit? The changes in IEC 61400 and the new IEC- RE conformity assessment scheme will be summarized, highlighting changes that will impact the site assessment, reliability, and safety, as well as, the quality and scope of conformity assessment. The changes are expected to improve transparency, consistency, and improve the quality of testing and technical review. These changes will impact project safety and overall O&M costs, and will provide benefits to finances, owners, and O&M providers. The benefits will be discussed as well as benefits quantified.
