The REAL ID law was passed in 2005 and is a coordinated effort by the states and the Federal government to inhibit terrorists' ability to evade detection using driver's licenses and identification cards.  Starting January 22, 2018, people from states that are not compliant or do not have extensions from DHS will not be able to use their driver's licenses to board commercial aircraft.  Enforcement is already underway at Federal facilities and nuclear power plants.  In the past year, all states and territories committed to achieving full compliance, but there is more work to be done.
