The term “substantially limits” has been included in Section 504 eligibility criteria since the implementation of the regulations, yet it continues to be a mystery to many 504 committees. By comparison, the other parts of the first prong of 504 eligibility — the determination that a student has an impairment that impacts a major life activity — are relatively straightforward. Consequently, most of the uncertainty in 504 eligibility determinations comes from grappling with whether the student is “disabled enough” to be substantially limited.
