Steven Brand is currently serving as the IBC acting Director. In that role, Steven is responsible for leading the delivery of shared services to support Interior offices and bureaus, as well as over 150 other federal agencies. He oversees a workforce of 900+ personnel charged with the mission of providing business support services to client agencies so they may focus on achieving their missions. As the Deputy Director, Steven provides executive leadership that drives efficient and effective operations across IBC’s three customer-facing shared service areas of assisted acquisition, financial management, and human resources/payroll. Adept at strategically aligning complex portfolios of customer requirements, Steven has deep knowledge and extensive experience in leading federal business operations, ensuring sound operating principles and practices are consistently applied across the organization, to meet customer and stakeholder needs. Renowned for championing innovative solutions, Steven joined IBC from the Department of Energy (DOE) Office of the Chief Information Officer (OCIO), where he served as the Deputy Chief Information Officer for Resource Management. In that role, he led OCIO’s financial management, human resources, and acquisition functions. There he oversaw the execution of DOE’s telecommunications shared services and drove the novel acquisition strategy for the recompete of DOE’s critical multi-billion-dollar shared services IT and cybersecurity blanket purchase agreement.
