Mr. Scott W. Bauer serves as the Executive Director for Human Capital and Resource Management within the Office of the Under Secretary of War (Comptroller). In this vital role, he is responsible for shaping the future of the Department of War's 51,388-strong financial management workforce. He leads enterprise-wide initiatives to foster excellence and innovation, including the Department's FM Certification Program, various training platforms, and key budget modernization efforts. Mr. Bauer has a distinguished career in public service, having held senior leadership positions at the Veterans Health Administration, the Department of Homeland Security, and the Defense Acquisition University. His accomplishments include re-engineering the budget formulation process at the VHA and defending the Air Force’s $167 billion budget request before Congress. He is the recipient of numerous accolades, including the Secretary of War Medal for Exceptional Civilian Service and the Secretary of Homeland Security Medal for Outstanding Public Service, Wright State University 2025 Alumnus of the Year, and most recently the 2026 Roger W Jones Award.
