Uma Ahluwalia

Montgomery County Department of Health and Human Services
Uma S. Ahluwalia is a respected social services and public health services professional with over 35 years of experience. Currently, she is working as a Senior Policy Fellow at Chapin Hall part time and providing consultation services through her consulting practice through Leapp Strategies, LLC. Currently she is contributing to thought leadership and providing technical assistance to states, counties and community-based organizations as they respond to national, state and local drivers and address policy and operational challenges. For about six and a half years Uma was at Health Management Associates. She supported public and private sector organizations through projects related to public health, child welfare, human services, children’s behavioral health, financing of services and strategic planning. Prior to joining HMA, she had a 22-year public sector career in state and local government. For twelve years she served as director of the Montgomery County Department of Health and Human Services in Maryland. She also worked in several state and county jobs in executive leadership roles. She has a master’s degree in social work from the University of Delhi in India and a specialist, post-master’s in health services administration from George Washington University.
