John is the former Director of Performance, Evaluation, and Enterprise Risk in the Office of the Secretary at the US Department of Transportation (US DOT.) In that role, he was DOT’s Performance Improvement Officer-Designate, Evaluation Officer, and Chief Risk Officer. Prior to that role, he spent 18 years at the Federal Transit Administration (FTA) starting as a Presidential Management Fellow and spending 10 years as the Director of the Office of Strategic Planning and Analysis. Prior to joining US DOT he spent six years as an economist at the US Bureau of Labor Statistics, including representing the United States in negotiations with Canada and Mexico to harmonize economic statistics among the three nations. He is now a consultant with TFC Consulting, Inc. where he works with public sector clients on implementing outcome-driven best practices.
