Acting Technical Director (PEO MLB)


Mr. Robert Thomas is the Acting Technical Director for PEO Manpower, Logistics, and Business Solutions (PEO MLB). In this role, he works across the MLB portfolios to drive and facilitate opportunities for innovative solutions, including Small Business Innovation Research (SBIR) efforts, to improve operational efficiency and effectiveness. Most recently, Mr. Thomas was the lead engineer for PEO MLB’s Naval Applications and Business Systems portfolio supporting Enterprise Business Systems. He led the successful migration of the Department of the Navy (DON) Tasking, Records and Consolidated Knowledge Enterprise Repository (TRACKER) from on-premises into the AWS GovCloud and championed IT automation efforts for tasks such as regression testing allowing for increased test coverage and frequency at a reduced cost. Mr. Thomas also previously supported MyNavy HR IT Solutions (formerly Sea Warrior Program) where he implemented agile development processes and successfully utilized SBIR topics for supported programs. Mr. Thomas was selected to attend Eisenhower School for National Security and Resource Strategy (formerly Industrial College of the Armed Forces ICAF) in 2015 after which he joined Defense Acquisition University (DAU) as a professor of IT. Mr. Thomas has held various project leadership roles with Naval Information Warfare Systems Center (NIWC, formerly Space and Naval Warfare Systems Command (SPAWAR) Systems Center) Atlantic including software support activity for Tactical Messaging Systems, lead for thin-clients on US Central Command’s Forward Headquarters, and multiple infrastructure projects for US Africa Command during his tour in Stuttgart, Germany. Robert began his government career with the NIWC Atlantic in 2005 after graduating from the University of South Carolina with a bachelor’s degree in computer science. Mr. Thomas earned a master’s degrees in national resource strategy from National Defense University and computer and information science from the College of Charleston. He is a member of the Defense Acquisition Corps, with Defense Acquisition Workforce Improvement Act (DAWIA) practitioner certifications in engineering and program management.
