Scott H. Bell is a Navy Cybersecurity professional. His background is in Navy C4I systems operations, maintenance, engineering, and cybersecurity. He is a retired Navy IT Warrant Officer with 25 years operational experience in the Surface Navy. He served on various surface ships and shore based C4I facilities throughout his career, including two wartime tours in USS Theodore Roosevelt (CVN-71) during Operations Enduring Freedom, and Iraqi Freedom. His civilian experience includes system engineering and cyber security roles at the DON and DOD levels. In addition to his current role as the Integrated Product Team (IPT) Lead for the Cyber Warfare Capabilities Team at NIWC Atlantic in Charleston, SC, he has served in roles such as Cyber Lead for the Battle Space Awareness Division, Competency Supervisor in the 5.9 Cybersecurity Competency, and Security Engineer on the following programs (SSDS, CVN-78, DDG-1000, CANES, and Shore Tactical Assured Command and Control (STACC)). He also served in the office of the ASN RDA Chief Engineer working on System of Systems Aggregation issues. At the DOD level, Mr. Bell served in the Joint Staff as a Data Scientist leading the development and release of the Military Operations xml data model based on the federal National Information Exchange Model (NIEM). Mr. Bell received his undergraduate BA degree in Information Systems from Saint Leo University in 1992 while serving on active duty. Mr. Bell also completed his MS degree in Systems Management/Information Systems from Florida Institute of Technology while serving on active duty in 2002. He also completed his academic course requirements towards a doctoral degree in Information Systems with Nova Southeastern University in 2015. Mr. Bell is DAWIA certified IT Level 2, Engineering Level 2 and T&E Level 1. Mr. Bell holds the CISSP-ISSEP certification along with various DOD level cyber security certifications/designations. Mr. Bell is married to the former Eve C. Clark from Wilmington, NC. They are proud parents of their daughter Caroline who is a graduate of the University of Alabama. Roll Tide!
