Kevin Gerald
Shore C2ISR & Integration Department

Kevin Gerald serves as the Naval Information Warfare Center (NIWC) Atlantic deputy department head for Shore Command and Control, Intelligence, Surveillance, Reconnaissance (C2ISR) and Integration. He is responsible to the Shore C2ISR and Integration Department Head for the cost, schedule, performance and internal operations of the department. The department consists of six divisions with total obligation authority of over $850 million that engages more than 750 government employees and approximately 2,500 industry partners. Major focus areas of the department include engineering support for electronic security systems and force protection applications, intelligence systems, air traffic control systems, medical health information systems, enterprise Supervisory Control and Data Acquisition (SCADA) systems, and command operations centers design and delivery. Gerald join NIWC Atlantic in June 2003 as the lead engineer for design and installation of Communications, Command, Control Computers and Intelligence (C4I) for New Construction Shipbuilding programs including PCU George H.W. Bush (CVN 77) and PCU Gerald R. Ford (CVN 78), and refueling complex overhauls on USS Dwight D. Eisenhower (CVN 69), USS Carl Vinson (CVN 70) and USS Theodore Roosevelt (CVN 71). Appointed as Chief Engineer of the new ship construction team in 2009, he was responsible for the engineering design and implementation of engineering processes supporting PEO C4I PMW 750 and 760, to include carriers, surface combatants, and supply and logistics platforms. Gerald concurrently managed the standup of the Program Management Support competency in 2009-2010 by developing standardization of NIWC Atlantic’s Program and Project Management process and implementation. In August 2010, Gerald was selected as department chief engineer for the Platform, Installation and In-Service Support Department at NIWC Atlantic. He was responsible for engineering services, products and implementation, which included C4I new ship construction, C4I in-service modernization (shore, ship and submarine), C4I for foreign military sales and C4I air based tactical systems. In March 2014, Gerald advanced to his current position. A native of Loris, S.C., Gerald enlisted in the U.S. Navy in 1990 and served as an electronics technician stationed in San Diego, Cali. aboard USS Constellation (CV 64) and at Fleet Combat Training Center, Pacific. After separating from the Navy in 1999, he returned to S.C. to earn a Bachelor of Science in electrical engineering and a Master of Science in engineering from the University of South Carolina. He is certified in Defense Acquisition Career Fields for Systems Engineering and Program Management and maintains his Project Management Professional certification.
