Lancaster, as a SSTM, serves as the Naval Information Warfare Center (NIWC) Atlantic Department Head for Fleet Command, Control, Communications, Computers, & Intelligence (C4I) and Readiness located in Charleston, South Carolina. Previously, he served as Fleet C4I and Readiness Deputy Department Head. Lancaster is responsible for providing leadership, management and engineering oversight for Command and Control, Communications, Computers, Networks, Information Assurance, Intelligence, Surveillance and Reconnaissance programs and projects for the U.S. Navy. Lancaster ensures projects are executed to meet cost, schedule and performance requirements specified by the NAVWAR Program Executive Office for C4I systems and the Fleet Readiness Directorate. Lancaster’s responsibilities include systems design, engineering, systems integration, testing, production, implementation and life cycle engineering to include In-Service Engineering and direct fleet support. Lancaster leads a team of more than 1,600 engineers, scientists, logistics specialists, technical specialists and financial managers with an annual budget of about $1.3 billion within Integrated Product Teams (IPTs), which execute more than 130 projects yearly. The team of professionals he leads is responsible for the full acquisition life cycle from solution analysis, system development and engineering, production engineering, integrated logistics support, fielding and installation, sustainment and system disposal for surface ships, submarines, shore sites, mobile systems and air platforms. Major mission areas under his area of responsibility include: battlespace awareness, information assurance/cybersecurity, command and control, afloat network systems, and afloat transport systems. Lancaster began his government career in 1995 as an electrical engineer working for the Naval In-Service Engineering Command – East Coast (NISE-East). In 1997, NISE-East became SPAWAR Systems Center Charleston and Lancaster continued to work as a Project Engineer on intelligence and information operation systems for intelligence customers. Lancaster served as the Lead Project Engineer of the SPAWAR Europe Office in Stuttgart, Germany from 2001 to 2003 where he worked on projects including network infrastructure design and installation, handheld device deployment, and Internet access for MWR in Kosovo and Bosnia. Lancaster returned to Charleston in 2003 and worked on a variety of cyber and intelligence systems for the Federal Bureau of Investigation (FBI), the Missile Defense Agency (MDA), the Defense Information Systems Agency (DISA), and the Department of Homeland Security (DHS). In 2005, Lancaster was promoted to the Head of the Special Intelligence Engineering Branch under the Information Warfare Division. In 2009, he served as Chief Engineer of the National Cyber Reconnaissance Systems Division. SPAWAR Systems Center Atlantic became the Naval Information Warfare Center (NIWC) Atlantic in February 2019. Lancaster was born in Charleston, South Carolina. He received a Bachelor of Electrical Engineering from the Georgia Institute of Technology. In 2009, he received a Master of Business Administration from the Citadel. In 2016, Lancaster completed the Senior Executive Fellows Program, Harvard University, John F. Kennedy School of Government. Lancaster holds a Lean Six Sigma Green Belt and is certified by the Department of the Navy as a Level III Acquisition Professional in both the area of Program Management and Systems Engineering. Lancaster received the Department of the Navy’s Meritorious Civilian Service Award in December 2018. Additionally, he has received multiple SPAWAR Lightning Bolt “Team Excellence” and SPAWAR “On-the-Spot” Awards. Lancaster currently resides in Charleston, South Carolina, with his wife Dorothy, their two daughters, Mary Kathryn and Anne, and their son, Palmer.
