Establishing any permanent presence on the lunar surface has to start with a reliable transportation infrastructure. Main issue of conducting such operations are lunar dust ejecta, lack of technology and political uncertainties over site location. By using proven technologies and methodologies, a modular landing/refueling structure is proposed. The structure is assembled in Earth Orbit, and then soft lands on the lunar surface. The modular structure is scalable and can be relocated on demand.
