Deputy to the Commanding General

Larry M. Muzzelo was appointed as Deputy to the Commanding General, Communications-Electronics Command (CECOM) on 16 November 2015. Prior to this assignment he served as Director of the U.S. Army CECOM Software Engineering Center (SEC) beginning September 2013. He was selected to the Senior Executive Service effective 12 January 2014. As Director, he lead SEC’s efforts to ensure the software readiness of the Army’s C4ISR and Logistics systems thereby enabling the Army’s warfighting superiority and information dominance. He oversaw a global organization of approximately 4,000 Military, Civilian and industry employees in five major locations with an annual budget in excess of $600M. Mr. Muzzelo has 31 years of program management and engineering experience, primarily in tactical communications acquisition, research and development. Previously, he was the Director, Programs and Engineering, Headquarters, U.S. Army Research, Development, and Engineering Command (RDECOM) where he was responsible for synchronizing plans, programs, and processes across RDECOM in order to deliver integrated Science and Technology (S&T) solutions. He served as the Deputy Program Manager, Joint Tactical Radio System (JTRS) Ground Domain from 2007-2009 and Deputy Product Manager, JTRS Handheld, Manpack, Small Form Fit from 2004-2007. Other assignments include managing an Advanced Technology Demonstration for the Communications-Electronics Research, Development & Engineering Center and, while at Project Manager, MILSATCOM, serving as the Project Leader, Contracting Officer Representative and Test Manager for the Secure Mobile Anti-jam Reliable Tactical Terminal, an ACAT 1C tri-service tactical satellite communications program. He is a member of the Army Acquisition Corps, a graduate of CECOM’s Competitive Leadership Development Program, is Level III Certified in both Program Management and Systems, Planning, Research, Development and Engineering and is a member of IEEE.
