Ms. Lucas joined the Department of Homeland Security’s Office of Biometric Identity Management (OBIM) within the National Protection & Programs Directorate (NPPD) in June 2015 with a strong background in strategy development, operational planning, and implementation leadership in the public and private sectors. In her current position Ms. Lucas is responsible for the development of organizational direction and priorities that drive biometric capability delivery across multiple timeframes, with an emphasis on full-spectrum identity and its relevance to homeland security mission sets.

Most recently Ms. Lucas has served as a Department of the Army Civilian at United States Army Training and Doctrine Command (TRADOC), Fort Eustis, Virginia, working in the areas of base realignment and closure, futures capabilities, and multi-year construction planning and programming (Jun 2007 - Jun 2015). Ms. Lucas led planning and execution efforts for the $104M TRADOC Headquarters 2011 relocation from Fort Monroe to Fort Eustis.

Previously Ms. Lucas served as Deputy Director for Plans and Policy at Joint Task Force Civil Support where she oversaw deliberate and crisis planning for Department of Defense chemical, biological, radiological and nuclear (CBRN) consequence management operations (Jun 2005 - Jun 2007). Earlier, as Emergency Plans Team Chief, she transformed the command’s ability to access state and local emergency plan information during crisis operations (Sep 2002 - Jun 2005).

Her leadership portfolio includes manufacturing supply chain management, performance indicator development, and pilot manufacturing with Corning, Inc., Fortune 500 quality systems instruction with Qualtec Quality Services, and installation facilities management with DynCorp. Ms. Lucas began her career on active duty with the Army Engineer Corps in the 62nd Engineer Battalion (Combat) (Heavy).
