Amanda Conley is the Department of Homeland Security (DHS) Office of Biometric Identity Management (OBIM) Human Capital Branch Chief. OBIM, formerly the United States Visitor and Immigrant Status Indicator Technology (US‑VISIT) Program, is the lead entity in the Department of Homeland Security for biometric identity management services across Government. The human capital branch supports OBIM's mission and initiatives by providing innovative strategic planning in the area of human capital management. The branch also provides guidance and direction in the implementation of higher headquarters and Office of Personnel Management (OPM) policies, programs, and systems to promote efficient and effective human capital management.

Amanda has 10 years of human resources experience, 6 of those years have been in the public sector. She began working with US-VISIT in 2009 as a private sector human resources consultant, and then transitioned fully to the public sector in 2010. She has broad knowledge of the human capital enterprise as a result of managing programs within a variety of human capital functional areas.

Ms. Conley has a master’s degree in Industrial/Organizational Psychology from the University of New Haven.
