Carl F. Otto served Kennedy Space Center (KSC) as: a Space Shuttle Launch Processing (LPS) Engineer 1982 – 1996, Timing & Countdown (T&CD) Engineer 1986 - 2014. He modernized LPS and later the T&CD Systems. He designed the T&CD for Orion/SCCS and POCCII (using NTP/PTP, IRIG-B & CS5). Working as a team, Carl and Masterclock Inc. (MC) were successful in providing a new, high-quality, accurate, true clock system, under budget, on schedule, and exceeded the goal of just new time displays. By adding the capability of T&CD over Ethernet they eliminated the cost of a separate distribution system and received the 2016 M&AE Innovators Gold Award. As a consultant since 2014, Carl’s research and development has included: Spec and test a countdown generator developed by MC for DoD. Certified MC GPS will not fail the 2019 GPS WNRO. Research, analysis and in-lab comparisons of CSAC, Rb, OCXO and TCXO 10MHz for GPS holdover. Work in progress: Algorithm to improve NTP/PTP accuracy. C3 System/LPS design to control 223 remote devices within +10 nanoseconds. Timing system design with fault sense / anti-spoofing.
