Kenneth I. Levin is Senior Counsel at WSP USA, a global engineering firm, formerly known as Parsons Brinckerhoff. He is special counsel to the design joint venture for the New York MTA’s $11 billion East Side Access Project, which will connect the Long Island Railroad for the first time to Manhattan’s East Side, via tunnels beneath the East River and Park Avenue to a new station beneath Grand Central Terminal. He is also special counsel to the design joint venture for the $4 billion design-build PPP reconstruction of the Central Terminal Building at La Guardia Airport. Previously, he practiced law for more than 30 years as a partner in the construction practice group of Pepper Hamilton LLP. Mr. Levin has tried construction cases in federal and state courts, and before federal and state administrative tribunals. He also has presented cases in arbitration, mediation and mini-trials.
