Col Stinson was commissioned in December 1991 through the NROTC program at Oregon State University. He graduated from The Basic School in June 1992, and was assigned to Air Traffic Control (ATC) training at Naval Air Station Millington, TN. Completing his training as Honor Graduate in October 1992, Col Stinson was assigned to various ATC billets at Marine Corps Air Stations and Marine Air Wing units. His assignments included: ATC watch officer, squadron training officer, ATC Detachment Commander, Deputy Airfield Operations Officer and ATC Facility Officer. After graduating the Naval Postgraduate School in March 2001 with the USMC Superior Service Award, he began his transition to the acquisition career field at Marine Corps Systems Command. Initially, in May 2001, he served as the Operations Officer, Product Group MAGTF C4ISR. Later, he was re-assigned as a Team Leader for the Fires, Situational Awareness and Protection programs within PM Ground Command and Control Systems. He achieved Level III certification in Program Management in Apr 2004. In May 2004, Col Stinson returned to Okinawa until he deployed to OIF II-2. While in Iraq, he served as the I MEF (Fwd) G-9, Assistant Chief of Staff for Technology & Innovation where he coordinated in-theater fielding of new equipment and all Urgent Universal Needs Statements (UUNS) and co-authored the MRAP UUNS. Col Stinson reported to the Marine Corps Command and Staff College in 2005. In 2006 he was assigned to the Marine Aviation Detachment, Patuxent River, MD. During his tour at NAVAIR, Col Stinson served as the Deputy Program Manager for the USMC and USN Small Tactical Unmanned Air Systems (PMA-263) in PEO U&W and stood up the Small Tactical UAS (STUAS) program. In January 2009, Col Stinson became the Deputy Program Manager for Air Traffic Control Systems (PMA-213) in PEO T.
