Mr. Joe Welch currently serves as Technical Director, Program Executive Office Command, Control & Communications – Tactical (PEO C3T). Mr. Welch assumed this assignment in October 2016. PEO C3T develops, acquires, fields and supports the Army’s tactical communications network – a critical Army modernization priority that brings information dominance to current and future Soldiers. PEO C3T is delivering the network to austere regions around the globe, enabling high-speed, high-capacity voice, data and video communications to a user base that includes the Army’s joint, coalition and other mission partners. Prior to assuming this role, Joe served as Project Manager Tactical Radio’s Chief Engineer. In this capacity Mr. Welch leads the core PM Tactical Radio’s engineering team and spearheads the development, procurement and fielding of the Army’s modern tactical radio programs. Mr. Welch has made significant contributions to developing, procuring and fielding software-defined radios that enable Soldiers to communicate. With his extensive technical and leadership skills, Mr. Welch and his team provide tactical radio efforts with integrated high-speed, high-capacity voice, data and video, which allow Soldiers to communicate across vast operational areas. He holds a Master of Engineering in Systems Engineering from Stevens Institute of Technology and a B.S. in Electrical Engineering from Tufts University. He is an Army Acquisition Corps member and is Level III certified in program management and systems planning, research, development and engineering.
