NETCENTS2 Program Manager



As Program Manager NETCENTS-2, Robert Smothers sets the vision for the program and manages the execution of the contracts. NETCENTS-2 consists of six ID/IQ contracts valued at $24 billion. These contracts are the Network Operations Small Business, Network Operations Full and Open (Large), Application Services Small Business, Application Services Full and Open (Large), NETCENTS Products, and Enterprise Integration Services Management. These contracts enable the Air Force to purchase network services and products required to support the Air Force mission. In some cases these contracts are also open to other DoD and Federal Agencies for their use. Last year NETCENTS-2 had $1.5 billion in contract task orders in support of the worldwide mission. There are no fees charged for the use of the NETCENTS-2 contracts, so customers can achieve significant savings. Additionally there is no preset price list, so customers benefit from the vendor competition on each individual task order. This enables customers to receive the latest available prices on products. Mr. Smothers directs a staff of 32 responsible for vendor management, administration, technical support, business development, finance, and customer service. He has extensive knowledge of business and acquisition and holds a Level 3 Program Management Acquisition Certification. Mr. Smothers is a retired Air Force Officer, and has over 40 years of government service in logistics, communications, and acquisitions. He holds degrees in accounting and economics from Charleston Southern University.
