Thomas Kupiec joined SMS Data Products Group Inc. in January 2013 after retiring as an SES after 24 years of exceptional Federal Service supporting Information Technology (IT) security, and IT program management. At SMS, Thomas provides advisory services to Senior DoD and Intelligence Community (IC) Officials (COO, CIO, CISO) on IT innovation, future technologies, and strategic plans. Prior to SMS, Thomas served the last 10 years at the National Geospatial Intelligence Agency (NGA) as the Deputy CIO, CISO, and the Agency Senior Security Advisor. While in this capacity, Thomas was a senior member of the Director of National Intelligence (DNI) ISRMC, DISN Flag Panel, Presidential Committee on National Security Systems, and frequent advisor to the OMB and White House cybersecurity staff. Thomas assisted in the development of numerous IC policies and standards, including the IC Directive 503 (Assessment and Authorization) and National Institute of Standards and Technology Risk Management Framework (800-37), security engineering for the Intelligence Community Desktop Environment (DTE) and the Integrated Technical Enterprise Strategy (ICITE). At NGA, Thomas engineered and managed the IT security of the new NGA Springfield Campus re-architecting the NGA world-wide enterprise cybersecurity systems, moved 8500 personnel, 800 applications, and transformed the agency infrastructure to the largest private cloud in the IC and virtualizing over 90,000 desktops. Prior to NGA, Thomas managed the IT reconstruction of the Pentagon after the Sept. 2001 terrorist attack, securely rebuilding the infrastructure in 12 short months. Thomas was responsible for management and oversight of the Pentagon critical IT infrastructure, the $1 billion Command Communications Survivability Program (CCSP), C4ISR systems, and cybersecurity IT reconstruction of the Alternate National Military Command Center.
