Julia Chamblin Gilchrist

Ms. Gilchrist began her career with U.S. Customs and Border Protection (CBP) in 2002 supporting the Automated Commercial Environment (ACE) and International Trade Data System (ITDS) programs in the Office of Information Technology (OIT). Since 2009, Julia has been with Passenger Systems Program Directorate (PSPD) working with the Land Border Integration Program to help identify and implement technical solutions for land border crossings. Her experience as the OIT Project Manager for the Pedestrian Reengineering Program includes piloting and deploying gate, kiosk, and fingerprint biometric solutions to Pedestrian Ports of Entry along the Southwest Border with the twin goals of enhancing the security posture while expediting the admissibility process. The Pedestrian Reengineering System was recognized and awarded 2012 Top Government Innovators by Information Week 500. Ms. Gilchrist is currently the OIT Integrated Project Team Manager for Traveler Identity Management Solutions and is working with the Office of Field Operations, Entry Exit Transformation Office in piloting two experimental projects, testing various facial and iris recognition capabilities in the Air and Pedestrian environments. Ms. Gilchrist is also the chair for the newly formed OIT Biometrics Center of Excellence and Expertise (CEE). The Biometrics CEE was established to employ a stewardship model, centralizing and coordinating various biometric programs and initiatives supporting CBP’s mission needs. The Biometrics CEE serves as a one-stop-shop for biometric collaboration and expertise, strengthening CBPs ability to protect the homeland and secure our economy with the best identification solutions. The Biometrics CEE focuses on advancing the use of new biometric technologies and capabilities for integration into CBP as well as instituting standards and best practices to promote flexibility and design interoperability.
