Special Agent Julie A. Lecea is the Program Manager for the Forensics and Biometrics Programs at HQ, Air Force Office of Special Investigations, Quantico, VA. She serves as the command’s subject matter expert for the traditional forensic sciences and biometrics, and is AFOSI’s representative to several Defense Forensic Enterprise working groups and international forensic sciences organizations. She currently chairs a number of Defense Criminal Investigative Organization (DCIO) working groups focused on improving interoperability and finding efficiencies within the forensics and biometrics disciplines. Julie was born in Flint, MI and after graduating high school, she entered the United States Air Force Academy, where she graduated with military distinction and earned her bachelor’s degree and commission on May 28, 1997. Julie was selected for duty with AFOSI and was assigned to Detachment 206, Nellis AFB, NV. She has fulfilled AFOSI responsibilities at several organizational levels encompassing all major mission areas, including a tour as a Forensic Sciences Consultant at Detachment 401, Randolph AFB, TX during which she provided forensic consultation on major violent crime cases to 23 AFOSI detachments located in the south central United States. Julie separated from the military after honorably serving for eleven years, and was hired by AFOSI as a civilian agent in September, 2004. She served as the Special Agent in Charge at Luke AFB, AZ from 2007-2010, and deployed in support of Operation Iraqi Freedom on a joint leadership assignment for six months in 2009.
