Russell Gaither has worked in the Bureau of Consular Affairs’ Passport Services since 2005. His first four years were spent as a passport specialist, adjudicating passport applications in Charleston, SC. This required developing a working knowledge of the Immigration and Nationality Act, federal laws, and federal court cases. Russell’s last six years have been spent as a program and management analyst in the Office of Technical Operations for Passport Services in Washington, D.C. In this capacity Russell has served as U.S. representative for the 5 Nations Biometrics Working Group, assisted with the implementation of Facial Recognition technology in the passport process, and led Passport Services’ Online Renewal pilot program among other efforts.
