Rick Lazarick serves as a biometrics subject matter expert in support of the DHS Science and Technology Directorate. His knowledge and expertise in biometric performance testing, standards and emerging technologies is utilized by the DHS Program Managers to supplement their various program with detailed and in-depth technical consultation and analyses. His recent projects include: developing the experimental design for evaluating the interoperability of non-traditional fingerprint technologies, using human-in-the-loop scenario testing; collaboration with NIST on the development of the evaluation protocol for Face In Video Evaluation (FIVE); technology assessment for mobile biometric devices to be use in DHS deployments for 3-factor authentication and in-the-field biometric enrollment; and support with the development of a tool for investigating child exploitation. This workshop addresses the challenges faced by technology inventors, developers and implementers of new identity technologies or biometric modalities throughout the commercial adoption process. It provides an overview of the range of common challenges faced when introducing new identity technologies, during technology life-cycle from proof of concept, to maturity and adoption. The workshop will provide an outline or framework for discussing the obstacles or challenges to new identity technology acceptance or deployment: Technology proof of concept, performance; Familiarity; Robustness; Patents/IP; Perception (e.g. of intrusiveness); Accepted Standards; Cost or Return on Investment; Funding; and Privacy.
