Colleen M. Manaher is currently the Executive Director of Planning, Program Analysis and Evaluation in the Office of Field Operations at U.S. Customs and Border Protection. Before assuming her position as Executive Director, Ms. Manaher served as the Director of the Land Border Integration Program Management Office. Building on the successful implementation of the Western Hemisphere Travel Initiative (WHTI) in 2009, the Land Border Integration Team was responsible for optimizing inbound passenger operations and leveraging technologies and process improvements for outbound, checkpoint and pedestrian environments. Ms. Manaher also served as the lead for the US-VISIT biometric transition into CBP which included the transfer of 65 professional staff. Prior to her current assignments, Ms. Manaher served as the Senior Advisor for Policy at the Department of Homeland Security and was an Implementation Program Manager at US-VISIT. She has been the driving force behind several large scale projects including the implementation of biometric enrollment at ports of entry and establishment of the cross-border national travel document standards for radio frequency identification technology. Ms. Manaher started her career with the former Immigration and Naturalization Service (INS) in Buffalo, N.Y. as an Immigration Inspector and worked her way up the federal government ranks in both Buffalo, N.Y. and Washington, D.C. She has served DHS, CBP and the Department of Justice with distinction, and has held a number of key positions since beginning her career with the former INS over 26 years ago. Ms. Manaher was born in Buffalo, N.Y., holds a master’s degree and is a Level 3 Certified Program Manager.
