Skyler Phillips, EMT-P, is a Captain and EMS Coordinator for the Chattanooga (Tenn.) Fire Department. He and his Co-Author, Lisa Matthesis, developed the curriculum for the Special Needs Awareness Program being taught to first responders all over Tennessee. Captain Phillips has a unique perspective when it comes to this topic as both a special needs father and a Firefighter/Medic.
