Mark Meffan is a Vice-President responsible for all KBR UK PFI equity investment projects Comprising 5 highways projects in UK and Ireland, the MoD Heavy Equipment Transporter Project and Project Allenby Connaught which is the largest private financed UK MoD project to be brought to the market at £1.5bn construction value and £8bn total value in service delivery over 35 years. Early in 2016, under Mark’s leadership, the Ventures portfolio was enhanced with the signing of the UK MFTS Fixed Wing Aircraft PFI contract to provide the RAF with 3 new fleets of modern aircraft to support military pilot training out to 2033. Mark is a long term KBR employee having been with the company for over 19 years and has substantial experience of working on both the operations and business acquisition sides of the company. He has significant experience in commercial management, the structuring and negotiation of large and complex contracts in support services, construction and PFI concessions. Mark started his career as a civil engineer working on UK defence projects for the Army and Royal Air Force with particular emphasis on maritime and airfield engineering works. Having gained Chartered Engineer status (MICE) he spent a year in the Falkland Islands as Senior Project Manager responsible for building a road from Mount Pleasant Airfield to Goose Green and held senior project management positions on a number of large defence infrastructure projects. Subsequent to this, Mark spent 4 years with Ericcson Mobile Systems acting as the civil programme manager for the initial roll out of the T-Mobile network in the UK. He joined KBR in 1997 as key account manager and project manager for the O2 network maintenance contract and spent 4 years developing a growing telecoms business for KBR. Mark played a major role on the Allenby Connaught Project. This project covers 4 military garrisons including Aldershot the home of the British Army; it covers the new build and refurbishment of existing accommodation over an 8 year build programme and includes the full range of hard and soft FM services. Mark joined the bid team at the outset of the pursuit and acted as lead negotiator for the KBR consortia bid taking the deal to financial close in 2006 and acting as Commercial Director for the project company during the initial project start-up phase. Since 2007 Mark headed up the business acquisition team within KBR International Government, Defence & Support Services responsible for all work bid out of the business unit and taking leadership responsibility for the larger most complex bids, he became a Vice President in 2009 and took up his current role three years ago.
