Reed D. Gelzer, MD, MPH is lead Electronic Health Records Systems subject matter expert for Provider Resources, Inc. He supports projects in public policy and operations on accountability, clinical reliability, data quality, provenance, and compliance. Examples include Electronic Health Records Meaningful Use Incentives Appeals, CMS’s Electronic Submission of Medical Documents projects and the Physician Quality Reporting Initiative. He’s also worked with, Health and Human Services' Office of the Inspector General and United Health Care's Special Investigations Unit. He chaired the Data Quality/Fraud Management Project Prevention workgroup for the Office of the National Coordinator and volunteers extensively, including three years in EHR Certification, 10 years with HL7’s EHR Records Management-Evidentiary Support Profile Working Group, and three years with the American Bar Association (ABA) SciTech Technology Workgroup. Dr. Gelzer’s 30 years’ service to patient advocacy and trust in healthcare records included 11 years in rural primary care practice, three years as EHR vendor, thereafter advancing trust and legal attributes of medical records. He co-founded Advocates for Documentation Integrity and Compliance, publishing “How to Evaluate Electronic Health Record (EHR) Systems”, then Trustworthy EHR, LLC to develop source record trust requirements, co-authoring “EHR Systems: Testing the Limits of Digital Records’ Reliability and Trust” in 2014.
