Rory Dilweg (Partner), JD, graduated from the University of Wisconsin Law School. His prior experience includes over 8 years with large, national law firms working exclusively on Indian law matters, including casino and other economic development, reviewing financing documents, reviewing and drafting contracts between tribal entities and third party contractors, reviewing architectural (AIA) contracts, and complying with all state, federal, and tribal laws relating to development. Rory has also drafted employment regulations, procedures, and manuals, as well as negotiating labor agreements with employee labor unions. Rory served as in-house counsel for over 6 years, including two years as Interim Chief Counsel, for the Oneida Tribe of Indians of Wisconsin where he represented the all departments of the Oneida Tribe, including litigating disputes in tribal and non-tribal venues. Rory has also represented tribes and tribal consortiums in mediation, arbitration, and litigation in California and Wisconsin. Rory represents Indian tribal governments throughout the United States in all aspects of the law, including gaming, economic development, construction, housing, taxation, corporate issues, health care, child welfare, grant writing and compliance, and negotiations with state and local governments. He has participated in gaming compact negotiations in Wisconsin, California, and Arizona and acted as lead negotiator for intergovernmental agreement discussions in all three states. These agreements contain important provisions that impact the development and expansion of tribal gamming facilities. He has been the lead litigator on several cases involving sovereignty and tribal rights in California and throughout the United States. Rory is currently admitted to the State Bars of Wisconsin and California, and various federal courts throughout the United States.
