Jonathan Morse is the Deputy Center Director at the CMS Center for Program Integrity (CPI), leading policy and operations for provider enrollment, investigations and audits as well as policy development within the Center.  Prior to joining CMS in 2015, Jonathan spent four years at Deloitte Consulting, leading projects at CMS and other Federal and State health agencies, including two projects for CPI, on organization design and another on Medicaid managed care.  He also led Medicaid program integrity and provider enrollment projects for the Commonwealth of Pennsylvania, conducting analysis and developing strategies to improve processes and incorporate meaningful performance measures.  From 2005 to 2010, Jonathan worked at the Office of Management and Budget (OMB) where he served as a legislative analyst and program examiner, working with CMS on Medicare physician payment policy and program integrity issues, and developing the President’s annual Budget.  He worked closely CMS on physician payment reform, durable medical equipment policy and program integrity issues.  During development of the Affordable Care Act in 2009-2010, Jonathan collaborated with CMS and Capitol Hill staff to develop numerous provisions for the legislation, including Medicare program integrity provisions, physician transparency and numerous payment reforms.  He also worked with White House and OMB leadership to develop the Independent Payment Advisory Board as a cost-saving measure in the legislation.  Jonathan received his B.A. from Union College in 1995 and his J.D. in Health Law from the University of Maryland in 2002.
