Paul S. Bartley is former Deputy Assistant Secretary for Program Support at the U.S. Department of Health and Human Services. As Director of the Program Support Center (PSC), he led a $700M operation that provided more than 60 shared services on a competitive, fee-for-service basis to federal agencies across government.
