Sahra joined FDA in July 2017. She holds a bachelor in Business Administration in Accounting from the University of Puerto Rico, a Juris Doctor from George Washington University Law School, is a Graduate of the Office of Personnel Management’s Federal Executive Institute and is a member of the Leadership for a Democratic Society Program. Sahra is also CPA and CGFM with 30+ years of accounting experience, 15 of those within Federal Government in supporting the Department of Labor first as the Director of the Division of Central Accounting Operations and later as the Associate Deputy CFO. Her federal experience also includes the Office of Justice Program and the Department of Justice. Before joining federal work-force, she worked in consulting firms supporting Federal Government in Financial Statement preparation, OMB A-123 implementation and review of financial processes. As Deputy CFO and Director of the Office of Financial Management, OFM has enhanced financial processes, tools, and systems in support of strong financial stewardship to facilitate the FDA’s public health mission. As Deputy CFO and Director of the OFM, she has transformed OFM’s culture: eliminating knowledge dependency on contractors, investing on OFM leadership development and knowledge sharing that position OFM in a unique position where succession planning has been developed reducing the risk created by departure of critical personnel. Sahra led the first Bot implementation in the FDA. Under her leadership, OFM has focused on improving internal controls and existing processes to provide a modernized simplified design to absorb stress, recover critical functionalities and thrive in altered circumstances.
