David Chu co-chairs the National Academy of Public Administration’s Transition 2016 initiative, established to inform incoming leaders about management challenges facing the federal government, with the goal of enhancing performance during transition. Dr. Chu is also President of Institute for Defense Analyses (IDA), a non-profit corporation whose Federally Funded Research and Development centers provide objective analyses of national security issues and challenges. Prior to IDA, Dr. Chu served as Under Secretary of Defense for Personnel and Readiness (2001-2009) and as Assistant Secretary of Defense for Program Analysis and Evaluation (1981-1993). Dr. Chu is a member of the Defense Science Board.
