Richard is Head of Utilities and Infrastructure at Maxwell Stamp, an international economics and strategy consultancy. He has over 30 years’ experience of advising governments and private clients on policy, strategy and investment. Richard has substantive experience on Public Private Partnerships (PPPs), privatisation and regulation of utilities. He has designed and implemented competitive international tenders for electricity projects in Iraq, Syria and Lithuania, among others. Earlier in his career Richard designed and worked on the first UK electricity tariff review after privatisation of the industry. Richard is a member of the United Nations Economic Commission for Europe (UNECE) PPP Working Group and was recently appointed to the Review Panel of the World Bank PPP Body of Knowledge
