Wayne A. Casper, C.P.M., CPPO, is the Vice President, West Region of the National Intergovernmental Purchasing Alliance (National IPA). Wayne brings the knowledge, accomplishments and experience from a thirty-five year public procurement career, including over nine years as the Chief Procurement Officer for the State of Arizona and 17 years as the Director of Procurement for the City of Tuscon. Wayne is past President of the National Purchasing Institute (NPI), Arizona State Capitol Chapter of NIGP and the National Association of State Procurement Officials (NASPO). In addition to a career dedicated to public procurement, Wayne was successful in creating and marketing the Achievement of Excellence in Procurement (AEP) program. Wayne’s role as the AEP program chair for twelve years provided him the opportunity to work with public procurement associations and professionals across the country in an effort dedicated to the advancement of public procurement. Wayne drafted and implemented Model Procurement based legislation for the State of Arizona and for the City of Tuscon. He also served as a consultant in drafting MPC legislation for the states of Hawaii and Alaska, and Orange County Fire Authority. Wayne continues to advocate for excellence in public procurement and national cooperative contracts. He understands the issues that public procurement professionals face on a daily basis.
