Barbara Spangler

Barbara R. Spangler joined the USDA Animal and Plant Health Inspection Service (APHIS), as a Trade Director in the Phytosanitary Issues Management (PIM) division in 2016. She covers part of South America and Cuba. Prior to APHIS she worked for the Foreign Agricultural Service, as an International Trade Specialist. Ms. Spangler has extensive experience in international trade policy, association management and directing international trade negotiations for U.S. agriculture. She has worked for in Washington for agriculture trade associations including the American Farm Bureau Federation, the Wheat Export Trade Education Committee and the American Cotton Shippers Association. She served on the USDA/USTR Agricultural Trade Advisory Committee for Grains and Oilseeds and has served as the Senior Trade and Economic Advocacy Officer for the Embassy of Canada in Washington, D.C. Ms. Spangler holds a BS in Animal Science from Virginia Polytechnic Institute and a MA from Michigan State University. She has studied in Australia, New Zealand and Singapore and is active in 4-H international and service programs.
