Frank leads Clark's legal department. In this role, he is responsible for analyzing and negotiating contracts for new projects, and providing legal advice to project teams throughout the construction and closeout process. Frank is also a Principal with Edgemoor Infrastructure and Real Estate. Frank is often called upon to resolve the most complex and delicate dispute situations for Clark. He has been known to resolve disputes quickly, often walking away with more client work. Frank has his BA from The American University, and JD from the College of William and Mary. He is a member of the VA, District of Columbia, NY and VT bar associations.
