Bill Payne is a Principal of O&S and serves as the firm’s Vice President. He is an experienced structural engineer and project manager with over 20 of experience in designing and managing restoration projects for buildings and parking structures. Bill has managed over 300 restoration projects and is a specialist in exterior envelope design and restoration, waterproofing design, and parking garage restoration. Bill has also served as an expert witness in multiple States on cases related to design and construction deficiencies. He holds a B.S. in Civil Engineering from the University of Maryland and is a Licensed Professional Engineer in New Jersey.
