Bill English is an Investigator-in-Charge in the Major Investigations Division of the Office of Aviation Safety. He has been with the NTSB for 21 years. He has been the lead investigator on numerous major aviation accidents including the Asiana Boeing 777 in San Francisco, the Southwest Airlines engine event in Philadelphia, the Atlas/Amazon Boeing 767 in Texas, and the S76B helicopter crash involving NBA star Kobe Bryant. Bill is the NTSB’s Unmanned Aircraft Program Lead, which includes both Investigations of UAS mishaps, and Flight Operations using UAS to support NTSB investigations with aerial imagery and photogrammetry. He developed the NTSB’s civil unmanned aircraft accident regulations and investigations manual. He previously worked for the FAA as a controller and quality assurance specialist, and in the development of GPS navigation procedures. He is a current instrument flight instructor and commercial pilot, rated on the ERJ170/190, flew aerial observation, corporate, and electronics test aircraft and has extensive experience in advanced navigation technology. He holds an FAA Part 107 certificate with multiple waivers. He holds degrees in Aeronautical Science from Embry-Riddle University, and in Geospatial Intelligence from Penn State.
