David Fisher has been successfully leading business transformation programs in both the public and private sectors for nearly 20 years. Currently he is leading the Public Sector Risk Consulting Practice for PricewaterhouseCoopers (PwC), with a particular focus on assisting Federal agencies to design, implement, and fully operationalize Enterprise Risk Management (ERM) programs. As a former Chief Risk Officer at the Internal Revenue Service (IRS) who stood up the organization’s first ERM program, Mr. Fisher recognizes that ERM solutions require cultural adaptation around the mindsets and behaviors that are essential to enabling enterprise-wide risk transparency, along with the mechanisms that must be established to enable efficient and effective identification and management of the organization’s highest priority portfolio of risks. At the IRS, Mr. Fisher’s office established ERM governance and operating models that provided the means for senior leaders to engage with ongoing top-down guidance, prioritization, and critical decision-making, while also fostering a bottom-up set of capabilities to capture, socialize, and analyze risks as they were being identified throughout the organization. He led the Agency through its first enterprise risk assessment, including actions items directed by the Executive Risk Committee for which he served as the Chair.
