For over 15 years, Elaine M. Howle served the State of California providing accurate, unbiased, and timely assessments of state and local government entities. Ms. Howle has nearly 33 years of auditing, management, and leadership experience and serves an important role examining the fiscal health and performance of state and local entities ensuring government provides essential services efficiently and effectively. A trusted voice, Ms. Howle provides testimony in legislative hearings and her performance audits improve public accountability and facilitate decision making. Ms. Howle was named Public Official of the Year in 2012 by Governing Magazine and received the national David M. Walker Excellence in Government Performance and Accountability Award for improving government performance and accountability at the state level. Most recently, she was honored among 2014's 15 Most Influential Professionals in Government Auditing. Ms. Howle is a CPA and CGFM and earned a bachelor's degree in sports management from the University of Massachusetts and a master's of business administration from California State University, Sacramento.
