Chuck Laster is the Director of the Post Audit Group (PAG) in the Office of the Chief Financial Officer within the U.S. Department of Education. PAG is responsible for resolution of all audits related to the Department of Education’s discretionary programs as well as cash management and subrecipient monitoring issues in formula programs. PAG is also responsible for the establishment of policies related to audit resolution and follow-up for the Department. Prior to this position, Chuck was the Deputy Director of School Support and Technology Programs in the Department’s Office of Elementary and Secondary Education (OESE). For 10 years, Chuck was a Group Leader in the Department’s Title I Office in OESE, where he managed the monitoring, program oversight and resolution of audits for Title I in the States and territories. In that capacity, he led the Department of Education’s efforts to monitor compliance with Title I of the ESEA nationwide. He also worked in the Department’s Office of Special Education Programs, where he was an Associate Division Director and a Section Chief, working on the implementation of the Individuals with Disabilities Education Act. Chuck has been with the Department of Education for over 25 years. Prior to his Federal service, he was a special education administrator, and a Title I and special education teacher in Florida and Virginia. Chuck has worked with the Association of Government Accountants on several projects with their Partnership for Intergovernmental Management and Accountability, including the development of their current CAROI guide. Chuck holds a B.A. degree in Special Education and a M.S. in Education Administration.
