Donnie Brown joined Cruise Lines International Association (CLIA) in September 2014 as Director, Technical and Regulatory Affairs, Environment and Health. He recently retired from the Coast Guard at the rank of Commander following a highly distinguished career.  His most recent assignment was to the Office of Maritime & International Law where he provided agency-wide legal counsel to senior officials and federal interagency leaders on transnational maritime threats with specific expertise in facilitating others to reach agency, national, and international consensus on policy matters. Previous duty assignments include U.S. Northern Command and NORAD, speechwriter and special assistant on the staff of the Coast Guard Commandant, Special Assistant U.S. Attorney in the Southern District of Florida, Rescue Coordination Center Miami and as Deck Watch Officer aboard Coast Guard Cutters ESCANABA (1st Lieutenant) and VASHON (Executive Officer). As the Director of Environment and Health, Donnie is responsible for developing and coordinating industry positions on environmental, health and medical issues and representing those positions to international, federal and state regulatory bodies. He manages significant roles in several committees where the cruise industry’s environmental and health positions are developed including air emissions, waste disposal and discharges, and vessel sanitation and medical programs. He is based in CLIA’s Washington, D.C. office.
