Thomas Greenfield, a member of the Senior Executive Service, is the Deputy Director for Communications & Networks within the Deputy Assistant Secretary of Defense for Command, Control, Communications, Cyber & Business Systems; Office of the Under Secretary of Defense for Acquisition, Technology and Logistics. He is responsible for oversight of communications and networks programs and provides advice in the areas of policy, programs, interoperability and architecture to ensure communications capabilities are effectively integrated Department-wide across intelligence systems, weapons platforms and munitions. Mr. Greenfield recommends and applies DoD policy for improving communications and network acquisition reform initiatives, best business practices, spectrum supportability, technology development and open competition in system acquisitions. As required, he makes recommendations on Nuclear Command, Control and Communications acquisition matters and recommends investments in the Department’s annual Program and Budgeting Review process. Mr. Greenfield began his career as an officer in the United States Air Force in 1985. He has over 29 years of experience working with the full range of communications, networking and information technology systems. Mr. Greenfield joined the OSD staff in 2010 starting in the Assistant Secretary of Defense for Network Information & Integration (ASD NII) and transitioning to AT&L in 2012. Prior to OSD, Mr. Greenfield served as Special Assistant to the Chief Technology Officer (CTO) for the Defense Information Systems Agency (DISA). During his career with DISA, he worked across the full range of technologies including command & control systems, cyber, data centers, satellite and terrestrial networks. He worked large network programs and lead new Joint Capability Technology Demonstration (JCTD) programs. Mr. Greenfield developed the Agency’s first strategies regarding cloud computing.
