Melissa Butler is the assistant vice president in the Federal Reserve Information Technology Contracts and Procurement division of the Federal Reserve Bank of Richmond. She is responsible for overseeing contracts, sourcing, supplier diversity, compliance, and IT purchasing system automation functions consisting of over $200 million a year in technology spending. Ms. Butler represents IT on a number of cross-functional groups that currently include System Procurement Group, Procure-to-Pay eProcurement project, Richmond’s Diversity and Inclusion Council, Reserve Bank audit assistance for Board staff, and the End User Technology Advisory Group. She received her bachelor’s degree in business and management from the University of Maryland University College and earned her master’s degree in business administration from Virginia Commonwealth University.
